COUNTRY HILLS HOMEOWNER'S ASSOCIATION

The Country Hills Homeowner's Association is a nonprofit organization which was established by the original developer of Country Hills in 1975. The purpose of the Country Hills Homeowner's Association is to assist the residents by providing a forum for communication for current issues, and to enforce the Covenants, Conditions, and Restrictions (C.C.& R.'s) that are recorded as part of the title to each of the homes in Country Hills. Membership dues for the Country Hills Homeowner's Association are $20 per year per household. Dues are voluntary, but the majority of the homeowners pay and become members, because they feel it is a good cause for the neighborhood.

COUNTRY HILLS HOMEOWNER'S MEETINGS are generally held on the third Tuesday of each month. Meetings are usually held at the Torrance Airport Meeting Room at Torrance Airport. Meetings usually begin at 7:30 p.m.and are normally over by approximately 9:00 TO 9:30 p.m. An annual meeting is held to elect the following year's Board of Directors. The date of the annual meeting is stated in the Country Hills Homeowner's Newsletter whick is delivered to homeowners during the latter part of the year.

COUNTRY HILLS HOMEOWNER'S NEWSLETTERS are published approximately once every two months and are distributed to all homeowners. The newletter is used as a tool to update the homeowners on current Association events, and also provides some of the information included in this web site, such as important phone numbers, home improvement information, and CC&R issues.

COUNTRY HILLS HOMEOWNER'S DUES are voluntary. Each year the Country Hills Association asks for $25 from each home in the development. Most homeowners choose to pay their dues, and many pay as much as $100 towards the common cause of supporting the Association. Homeowner's dues are a requirement to vote during the annual Country Hills Homeowner's election, although paying dues does not make individuals liable for any legal action involving the Association. These dues are used to provide a legal fund, should it be necessary to initiate legal action to enforce the C.C.& R's. These funds are also used to provide homeowners with a monthly newsletter, for the maintenance of the Country Hills signs and landscaping, and for office supplies to run the Association. There are no salaries for Board members or volunteers.

HOME IMPROVEMENT APPLICATIONS are an important party of keeping Country Hills beautiful. Homeowners who are planning on making improvements to their homes must submit a Home Improvement Application to the Country Hills Homeowner's Association before starting work, along with a $10.00 processing fee. Although a 30 day processing period is quoted, most applications are approved within a very short period of time. A $50 fee is charged for work started on a home that does not involve the application process. For further information on Home Improvement Applications or questions, contact the Environment Control Committee.

COUNTRY HILLS C.C.& R.'S are recorded with the title to every property in Country Hills. These Covenants, Conditions, and Restrictions were established by the original developer of Country Hills in 1975 with the goal of maintaining the aethetics of Country Hills as the development grew in age. Some of the home improvements covered in the C.C.& R's include remodeling, exterior paint or stucco, new roofs, driveways, windows, fences, garage doors, antennas and miscellaneous repairs. Every homeowner should have a copy. If you need a free copy of C.C.& R.'s contact the Country Hills Association, or Chuck Chambers at 378-0488.

COUNTRY HILLS INFORMATION

Located in the rolling hillsides of south Torrance, Country Hills is a master planned community of 480 single family homes. The neighborhood was developed in 1975 by Watt Industries, one of the largest home builders in the United States.

Country Hills is conveniently located just up the hill from the hustle and bustle of the city, but close enough to allow easy access to all of the services and attractions that the South Bay and Los Angeles have to offer.

In the center of Country Hills lies the beautiful 14 acre De Portola Park, owned and operated by the city of Torrance. The park features a softball diamond, volleyball court, and basketball facilities. The park also features a children's play area, a picnic area, and plenty of open space. Restrooms are located in the center of the park.

The Country Hills Shopping Center is a convenient collection of shops and services, including an upscale Ralph's Fresh Fare grocery store, World Savings, and the ever popular Lamppost Pizza, just to name a few.

Directly east of Country Hills lies the Las Canchas Racquet Club for tennis, a large soccer field, and the famous South Coast Botanic Gardens.

South of Country Hills, in the city of Rolling Hills Estates, lies the Palos Verdes Landfill, closed in 1980. Future plans for the site include the regulation 18 hole South Coast Regional Golf Course, plus complete banquet facilities.

West of Country Hills is Ernie Howlett park, which features equestrian facilites, riding rings, plus tennis and softball facilities. Miles of riding trail meander the hills south of Country Hills.

Country Hills is just 10 minutes from Torrance Beach, one of the most beautiful beaches in Los Angles County. The San Diego and Harbor Freeways are both less than 15 minutes from Country Hills, and the Los Angles International Airport and the Port of Los Angeles are less than a half hour drive from the neighborhood.

Country Hills is one of the most beautiful residential neighborhoods in the Los Angeles area. The developer of the neighborhood established C.C.& R.'s (Covenants, Conditions and Restrictions) to ensure that the quality of the neighborhood would be maintained throughout the years. The C.C.& R.'s are enforced by the Country Hills Homeowner's Association. This non-profit group collects annual dues of $20, holds regular meetings, and publishes a newsletter to keep the homeowners informed of local events and issues.

The schools for Country Hills consistently rank in the upper percentile for Los Angeles County. The Universities of U.S.C., U.C.L.A, and C.S.U.L.B. are all within a short commute from Country Hills.

Country Hills offers the California lifestyle unlike any other residential developement in Southern California! It's a great place to call home!

RECREATION

Paradise! Where else can you find such a diverse base of recreation in one beautiful location? Both on land and in the water, the areas surrounding Country Hills are a great place to get outdoors and get the old heart pumping!

FISHING

The Redonndo Beach Pier is located just 5 miles north west of Country Hills, at the very west end of Torrance Boulevard, and is a great place for fishing. An underwater trench starts at the west end of the pier, which provides for a greater number and variety of fish. Restaurant and restroom facilities are also available.

Surf fishing at the south end of Torrance Beach is common, between the Torrance Beach access ramp, and the bluffs at the very south end. Fishing here at hight tide provides better results.

Also, people have been fishing off of the Palos Verdes Peninsula for hundreds, if not thousands, of years. The easiest access for shorefishing is at (north to south) Malaga Cove, Bluff Cove, Lunada Bay, Point Vicente, and Abalone Cove.

FLYING

TORRANCE MUNICIPAL AIRPORT
Telephone (310) 784-7900.
Airport Drive, Torrance, California, 90505.

Located less than 5 minutes from Country Hills is Zamparini Field, also known as Torrance Municipal Airport. Most of the air traffic at Torrance Airport utilizes the north traffic pattern, so air traffic over Country Hills is minimal.

GOLFING

The golf scene near Country Hills is very good. The closest golfing to Country Hills is up in Palos Verdes. For years, the Peninsula has been home for 3 great golf courses, and now a few more are on the way.

For golfers waiting for the County to open a new golf course on the closed Palos Verdes Landfill, just south of Country Hills in Rolling Hills Estates, don't hold your breath. The Country has been promising a public 18 hole course and clubhouse for years, but it does not appear to be very high on the County's agenda. Until then, these courses will do just fine.

HIKING

The hills and beaches surrounding Country Hills offer miles and miles of trails for hiking, walking, and jogging. Walking along the bluffs at Torrance Beach is fun. And there are many seaside trails along the bluffs in Palos Verdes Estates, and plenty of great inland trails in Rancho Palos Verdes, on the south side of the Peninsula.

TORRANCE BEACH
Access to Torrance Beach is easy. The access ramp at the Torrance Beach parking lot is a good place to start. At the bottom of the ramp there are two options. The cement bike path heads north, and goes all the way up to Santa Monica. The beach to the south is more isolated, and eventually connects at the south end with Malaga Creek and the Malaga Point Lookout access path.

PALOS VERDES ESTATES.
Blufftop trails run along the rim at Paseo Del Mar, starting at the northern intersection of Palos Verdes Drive West. Also in the city of Palos Verdes Estates, trails head down to the ocean from the top of the Palos Verdes Cove. A wooded trail which starts at the west end of Tejon Place offers wonderful hillside and ocean views.

RANCHO PALOS VERDES
The south end of Rancho Palos Verdes offers some of the last remaining open space on the Peninsula. Peacock Flats at the end of Crenshaw Boulevard offers several miles of trails, ultimately spilling down near Palos Verdes Drive South. Another good trail starts at the top of the Abalone Cove Ecological Reserve, just off of Palos Verdes Drive South, which heads up to the top of Inspiration Point, as well as down to the shore at Pirate's Cove. On the north east side of the Peninsula near the intersection of Palos Verdes Drive North and Palos Verdes Drive East, the George F trail offers a nice nature walk with easy access and parking.

ROLLING HILLS ESTATES
Probably the best trail in the Rolling Hills Estates area starts near the entrance of Academy Hill, near the intersection of Palos Verdes Drive North and Crenshaw Boulevard. This trail meanders all the way up to the back side of Chadwick School.

ROLLING HILLS
For Rolling Hills residents and guests only, there are miles of canyon and field trails on both the north side, as well as the back side of the city.

HORSEBACK RIDING

There is always plenty of horsing around near Country Hills! Most of the horse facilites are in Rolling Hills Estates and Rolling Hills, but there are also a few trails and facilites in Palos Verdes Estates. For further information on horses, check out the HORSE FACILITES section.

ICE SKATING

Country Hills is fortunate to have an excellent ice skating facility just up the hill. Lessons and rentals available!

ICE CHALET
Telephone (310) 541-6630.
550 Deep Valley Drive, Rolling Hills Estates, California, 90274.
Located at the entrance to the Shops at Palos Verdes, on Silver Spur Road, in Rolling Hills Estates.

KAYAKING

The waters to the west and south of Country Hills are perfect for kayaking! Seas are usually calm in the morning, so it is best to get an early start and be finished before the winds pick up.

TORRANCE BEACH
Easy access down the Torrance Beach ramp, and across a short bit of sand.

MALAGA COVE
Easy access via a paved trail just east of the Palos Verdes Estates Beach and Athletic Club.

PALOS VERDES COVE
Access via a wide and easy trail at the top of the cove, with easy water access at the bottom.

LONG POINT
Access via a paved and dirt path at the south end of the Long Point parking lot. Easy water access over a rocky beach.

SAILING

The ocean waters west of Country Hills are great for sailing! Whether it is an afternoon cruise around the Peninsula looking for whales, a weekend getaway to Catalina Island, or just a jaunt up the coast to Marina Del Rey for lunch, sailing in the local waters is always a fun experience. Country Hills is just a short 10 minute drive to King Harbor in Redondo Beach. Facilities include launching, docks, maintenance facilities, plus 2 yacht clubs.

SCUBA DIVING - SNORKELING

Although diving in the Pacific Ocean west of Country Hills is possible year round, May through October offer the warmer and calmer waters and the best visibility. Kelp beds, sea grass, a diversified bottom terrain and plenty of sea life makes each dive special. The best places to enter the water are Malaga Cove, Palos Verdes Cove, Point Vicente fishing area and Long Point. Scuba lessons are common in the calm waters just south of the Redondo Beach pier.

SOCCER

Soccer in Torrance is big. Between soccer practice, soccer games, and the soccer get togethers afterwards, this fun sport can take up your whole weekend! For further information on Peninsula soccer, contact A.Y.S.O. at (310) 375-4999.

SOFTBALL

De Portola Park is located right in the middle of Country Hills, and is the perfect place for Softball! To reserve a diamond, contact the City of Torrance Parks and Recreation Department.

SURFING

The beaches west of Country Hills are exposed to ocean swells from almost every direction.

For surf lessons in the South Bay contact Kanoa Surf Camp at (310) 704-6514.

Winter storms make for good waves at (north to south):

BURNOUT BEACH
Located at the north end of Torrance Beach, just below Miramar Park.
A beach break that works best with a west or north-west swell. Both lefts and rights.

TORRANCE BEACH
Located below the Torrance beach parking lot. Most surfing takes place sout of the ramp, betwen the main lifeguard station and Rat Beach. Beach break with typical lefts and rights, better on a north or north-west swell. The peninsula blocks most of the south swells.

HAGGERTY'S
Located at the 400 block of Paseo Del Mar, in the city of Palos Verdes Estates.
Access to the beach via a dirt path to the west of the Palos Verdes Beach and Althletic Club, or a paved path on the east end near the lookout palapa.
A left break that usually doesn't work without a decent swell. Breaks good at overhead-plus, with a fast take-off and usually makeable sections. Shoulders can get mushy at high tides. Exposed reefs at low tide.

THE (PALOS VERDES) COVE
Located in the 700 block of Paseo Del Mar, in Palos Verdes Estates.
Access to the beach via a wide and easy dirt path.
A fairly easy wave, often mushy, except at lower tides with a big swell. Rights and lefts with some consistency. When it's good, it is really good. When it's not good, it is still fun.

LUNADA BAY
Located in the 2300 block of Paseo Del Mar, in Palos Verdes Estates.
Access to the water via a somewhat steep dirt path, which starts at the top of the bluff on the north side of the bay.
Usually needs a good sized swell to get pumping. Steep right take-offs lead to somewhat slower and mushy shoulders. Works well with overhead to double overhead waves. Snaking a local could mean trouble.
